A Representative of the Ministry responsible for Higher Education

A representative of the Directorate of Training and Professional Development, Ministry of Health
-
A representative of the Directorate of Reproductive Health MoH
-
A representative of the State Ministry of Health, Jubek
-
A representative from Faith Based organizations
-
A representative of NGO or private partners working in nursing and midwifery
-
Ten (10) other nursing and midwifery representatives from the state level nominated by the MoH Undersecretary
2. Leadership of NAMCOSS
-
At the first meeting of the Council, it shall elect from amongst its membership:
(a) Vice Chairperson
(b) Treasurer; and
(c) Such other officers as it thinks fit.

The Council may appoint such sub-committees of its members as it thinks fit for carrying out its functions and may delegate any of its functions to any such committee.
3. Meetings of the Council
-
The Council shall meet at least once every quarter (could be monthly initially) at a time and place to be fixed by the Council and not less than seven-day notice of any meeting together with an agenda shall be given to members of the Council.

The Chairperson may at any time convene an emergency meeting whenever he or she thinks it necessary to do so.

At any meeting of the Council, a quorum is constituted where at least seven (7) members are present and the decisions of the Council shall be by a majority of the votes of members present and voting.
4. Council and Core Sub-Committees
For proper exercise of its functions and powers, the Council shall establish the following Sub-Committees which shall comprise of at least 6 (6) members as determined by the Committee at its first meeting:

Registration Sub-Committee – this committee will oversee the registration process of all nurses and midwives. This committee shall review all applications for registration, make recommendations and submit the list for final approval to the council. The Council shall elect a member from among the Council to chair this Committee.

Professional Conduct Sub-Committee (Disciplinary Committee) – this committee will oversee all matters related to the professional conduct of nurses and midwives. The functions of this Committee are provided for in the Nurses and Midwives Act.

Education and Examinations Sub-Committee – this committee will oversee all education and examinations matter for the practice and licensing of nurses and midwives in South Sudan. The Council shall elect a member from among the Council to chair this Committee.

Any other Sub-Committees, the council or its chairperson may constitute from time to time to address specific issues.
5. Registrar of the Council
The Registrar will serve as Secretary to the Nurses and Midwives Registration and Regulations Council and will be responsible for implementing all recommendations and decisions of the Council including maintaining a register of nurses and midwives practicing in South Sudan. The roles and responsibilities for the Registrar will include:

Functions as Secretary of the Nurses and Midwives Registration and Regulations Council of South Sudan, taking minutes, arranging meetings of Council and providing reports.

Maintains the register of all nurses and midwives practicing in South Sudan and processes all applications for registration.

Prepares and circulates all necessary documents for review and approval and ensure that same is provided to nurses and midwives.

Maintains records and ensure proper storage of all files and documents regulating the practice of nurses and midwives.

Implements all recommendations and decisions of the Council.

Represents the Council at key meetings in the Ministry of Health and reports to relevant personnel and the Council.

Conducts assessments and field visits relative to the practice of nurses and midwives.
-
Any other duties as may be assigned by the Council.
6. Other Officers of the Council

Subject to the approval of the Minister, the Council may also employ such other officers and employees as the Council considers necessary including inspectors. All officers of the Council shall be provided with a clear Terms of Reference/ Job Description to guide their work and performance.
7. Funds of the Council
The funds and resources of the Council shall consist of monies as may:

Be made available through the MoH and other partners;
-
Be paid to the Council by way of fees, levy, grants or donations; or
The Council may:
-
Accept monies by way of grants or donations from any source in South Sudan and subject to the approval of the Minister, from any source outside of South Sudan
-
Raise by way of loans or otherwise, such monies as it may require for the discharge of its functions, from any source in South Sudan, and subject to the approval of the Minister, from any source outside South Sudan.

In accordance with Government regulations made under the Decree, charge and collect fees for services provided by the Council.
There shall be paid from any funds allocated to the Council:

The salaries and allowances of staff of the Council.
-
Such reasonable travel, transportation and subsistence allowances for members of the Committee when engaged in the business of the Committee at such rates as determined by the Ministry of Health.

Any other expenses incurred by the Council in the performance of its functions.
